Bill Documents

Bill Analyses

Bill analyses explain, in detail, the contents of each version of a bill as it advances through the legislative process.  Bill analyses are usually easier to understand than the bills themselves because they are written in narrative style and organized by topic, with the bill's key provisions described first.  The documents do not present arguments for or against a bill, nor do they discuss any political implications of passing or defeating a bill.  At the end of the document readers will find a recap of the bill's chronological legislative history to date.

The final analysis explains the contents of the bill as passed by the General Assembly for presentation to the Governor.  The document is prepared as quickly as possible after the bill's enactment and may not reflect an effective date or the Governor's decision to veto the bill or let it become law without the Governor's signature. 

Fiscal Notes

Fiscal notes estimate the effect a particular version of a bill would have on state and local government revenues and expenditures should the bill become enacted.  The first fiscal note is prepared in time for the bill's second committee hearing unless it involves extensive research that cannot be completed by that time.  The fiscal note is then updated for each version of the bill as it advances through the legislative process.

The as enacted fiscal note estimates the effects the bill, as passed by the General Assembly, will have on state and local government revenues and expenditures.  It is written following the actions of the Governor so it reflects vetoes and always contains effective date information.

Synopsis of Committee Amendments

Synopses of committee amendments briefly recap the changes made to a bill by the committee of the second house.  The purpose is to explain the changes to legislators of the first house when the bill returns for a concurrence vote.  Synopses of committee amendments do not explain floor amendments in the second house as those can be read in the appropriate Journal.

Conference Committee Synopses

Conference committee synopses summarize the written report of a conference committee that is organized to reconcile matters of difference between the House and Senate versions of a bill.  The rules of the House of Representatives require the preparation of the document.  It is available as soon as possible after the conference committee completes its work so members of the House may review it prior to a scheduled vote to accept or reject the conference committee report.
