Catalog of Budget Line Items

Published biennially after the budget is adopted, this catalog describes the legal authority, purpose, and revenue source for each fund and account within each state agency; it displays disbursements from the four preceding years and the current biennial appropriations.

Digest of Enactments

The Digest is a compilation of condensed versions of the final analyses of enacted bills. 

Local Impact Statements

This report is produced each calendar year pursuant to section 103.143. of the Ohio Revised Code; it contains the fiscal analysis of all bills enacted that calendar year that have a local impact.

Ohio Facts

Ohio Facts addresses frequently asked questions and provides a broad overview of public finance in Ohio.  Intended as a starting point and not a comprehensive analysis, Ohio Facts highlights and draws attention to areas of importance in Ohio.

SB 30 Reports

Effective July 31, 1992, Am. S.B. 30 of the 119th G.A. required LSC to estimate the cost to school districts of each school law that was enacted during the preceding two calendar years.  This requirement was repealed in 2007.

State Spending by County

This report tracks actual expenditures of state dollars at the local level through the use of tables and maps.

Boards & Commissions

Annual Occupational Licensing Board Report

This report contains information on the financial situation of all boards, commissions and agencies that regulate occupations and professions, as defined in Ohio Revised Code section 4743.01. The individual boards provided information for this report.

Boards & Commissions Database

The database is concerned with both temporary and ongoing boards, commissions, and special committees established by statute (either in the Revised Code or in uncodified law) or by resolution of the General Assembly.

ADM Updates

This publication, which will be issued in each of the final six months of a given fiscal year, intends to inform the legislature of movements in the average daily membership (ADM) in the current fiscal year, as well as, for comparison purposes, in prior fiscal years.

Budget Footnotes

This newsletter, sent regularly to each legislator and interested parties, contains information on the fiscal position of the General Revenue Fund, the main source of discretionary funding for state programs.  In addition, feature articles highlight LSC research on a variety of fiscal and policy issues.

Fiscal Facts

This publication provides highlights and data on GRF receipts, disbursements, and cash balance for the previous month and the fiscal year to date.

School Funding Resources

The resources include a detailed analysis of and a PowerPoint presentation on school funding in Ohio. They are intended to help legislators understand the method as well as mechanics and consequences of the school funding system prior to H.B.1 of the 128th General Assembly.

The Manual explains for state agencies and state-supported institutions of higher learning how to draft administrative rules.

Special Reports

Child Care Payment Procedures Study

Pursuant to Am. Sub. H.B. 283 of the 123rd G.A., LSC reviewed publicly-funded child care payment procedures and made a recommendation concerning the feasibility of a cost-based prospective payment system.

Head Start Partnership

The Report and Recommendations of the Head Start Partnership Study Council consists solely of information, analyses, and recommendations relating to the subject matter as prepared by the Council.  It does not purport to represent the findings or opinions of the Legislative Service Commission, which has taken no position in regard to the material contained in the report.

Housing Study

In response to a legislative inquiry, this report outlines the housing programs operated by the Ohio Department of Development and provides a short funding history for each one.

Ohio Issues

Ohio Issues is a compilation of non-partisan research papers on selected policy issues of continuing or emerging interest to the Ohio General Assembly.  First issued in June 1997, Ohio issues provides a comprehensive discussion of very specific policy topics.  It is intended to be a companion document to Ohio Facts.

S.B. 178 Mandated Study on MR/DD Facility Closures

This publication is a report of the staff of the Legislative Service Commission.  The report consists solely of information relating to the subject matter as prepared by the staff.  It does not purport to represent the findings and opinions of the Legislative Service Commission.  

State Agency Fees

This memorandum catalogs the fees charged by state agencies.  For each agency, there is a description of the agency's functions followed by a table listing the fees.  The table gives the purpose of each fee, the amount of the fee, and citations to the Ohio Revised Code and Administrative Code sections that authorize the fee.  The table also indicates whether the fee is recurring and whether, and under what circumstances, the agency may raise the fee.

Ticket to Work

This report consists of information, analyses, and recommendations relating to the subject matter as prepared by the Commission. 

Transportation Study

Contains both the Executive Summary and the full version of the Fiscal Local Transportation Needs and Funding Report that was completed in response to the mandate in Section 10 of Am. Sub. 163 of the 123rd G.A.

Vehicle/Watercraft Titling Study

Sub. S.B. 59 of the 124th G.A. required LSC to conduct a study of the fiscal impact of the act and its impact on customer service.  The study focuses on the changes experienced by county clerks of courts since march 2002, when cross-country titling took effect.

Staff Research Reports

The Legislative Service Commission staff sometimes is requested to engage in specialized long-term research projects. Since these projects require a great deal of staff time and effort, the Commission (composed of legislators) must approve this type of research project before it is undertaken by the LSC staff. At times, the Commission appoints a special committee of legislators to undertake such a long-term project with LSC staff assistance. On other occasions, the staff is responsible for conducting the research and reporting staff findings back to the Commission.
